We already have started some icon themes. There are the classic* which are as
you describe them a little wildley. And there is the square.* Theme which is
pretty coherent in what it looks like. They all can be found at:

For me the primary goal is to get a complete set of icons for all the main
point of interests. In the second run it will be nice to get a complete set
of icons in a coherent look. So I'd suggest we first fill the icon structure
with all the PD-licenced icons we have. Then in addition we try to convince
someone more design centric to create a complete set of niceley designed
icons.
In the long term (1-2 years from now) we'll probably have more than one or two
nice and complete usable icon sets available.
