[OSM-talk] is_in, isin: namespaces

I think it's right to tackle this matter. For my bulk placename import
for Ireland I used the "unstructured" format of is_in to name the
county, but because I wanted a home for it that wouldn't be polluted
with other information I also added the non-standard "county"
attribute, with the result of maplint complaints. I think that
is_in:<your field here> represents a definite improvement over what I
did.
