[OSM-talk] new proposal: historic=pillbox

I've put up a simple proposal for tagging pillboxes (small gun
emplacements left over from the UK's World War 2 defenses).  Comments
welcome.

I've only tagged three of these so far, but you do sometimes come across
them while out walking, so it would be nice to have a standard for
adding them, even if they don't get rendered.
