1) In the absence of any other data can it be assumed tat yahoo imagery is 
always superior for positioning than the initial TIGER data?  i.e. should I 
move streets imported by TIGER to the positions shown on the Yahoo image?

2) How much work do you have to do before changing tiger:reviewed=no to yes?

3) what's the purpose of the tiger:separated tag?
