I would probably suggest merging the AND/OSM and the government data
manually. We could use some tool (perhaps an overlay like the
OpenStreetMap/Google comparison tool, or an automated comparison tool)
to search for discrepancies between the data, and merge the new data
manually. Something similar could be used for TIGER data.
