This is true, but I honestly haven't done the math.  How many updates
have to happen to make this work?  How many people will participate?
Maybe you're right that it's intractable.  Or maybe not. :-)

Preferably we'll only update to the most recent TIGER data if it's
correct.  I don't want to keep going back to fix it. :)
