Certainly not wasted.  Routing programs will certainly require it to 
be useful and there are folks working in this area though it is not 
yet mainstream OSM.

And yes, it would be nice from a mapper's point of view to just enter 
in where we've seen a speed limit sign but don't know the other 
end(s).  Nodes don't have any directionality though, so I can't 
figure out how we'd easily record which way the sign is pointing. 
Perhaps someone will come up with a neat idea.
