Manual workaround sometimes seems to be to download areas around
deleted nodes to get them back, with all the ways. Unfortunately
sometimes closing the editor and redoing the changes with larger areas
downloaded seems to be the only solution now.
Uploading other changes should continue even in case of 412. Failing
to delete a node shouldn't stop other changes from being uploaded.
In case of 412 clients could undelete the offending node or download a
small area around that node to get the node and all ways it is part
of, tell the user to look at it and user will then resolve the
situation (probably leaving the node) and be able to save.
