i don't think i've ever seen the term "hamlet" applied to a
community in the US.  i'd think "settlement", or "community".
maybe someone else can think of another term.

uniform, definitely.

also, regarding actual census population data:  i think that shouldn't
be in OSM.  OSM should be for geographical and navigational data.
