The approach I have been taking is to consider what someone looking at the 
situation on the ground might actually call it.

For instance the River Thames is tidal for a large part of its length, does 
not have any weirs etc, for many miles, and is probably salty through most 
of central London.

But if you asked Londoner if they lived "on the coast" or "on a river" I 
would guess 99.9% would say they lived on a river, and so I believe thats 
how it should be tagged.

Admittedly this is not a very hard and fast rule for tagging.
