whoops.  i missed the part on the wiki where it describes the
"Error:" header, and if i add "--server-response" to my wget request,
i do indeed get explanatory messages.

armed with the better diagnostics available in the Error: 
header, i've done some probing and it seems that the actual limit
(for longitude, at least) is closer to .73 degrees, though the
message says 0.25.
