This should be fairly simple:

1. Figure out how to efficiently apply osmosis changesets to the postgis
database (probably based on keeping a copy of the OSM database using
osm2pgsql's database intermediate storage thing, then maybe using
triggers to pass changes to the postgis geometry tables)
2. Figure out which tiles have been changed in the osmosis changeset and
expunge them from the cache.
3. Repeat hourly

Someone the other day (half jokingly) suggested porting the mapnik
infrastructure to the PS3, where it will have a cell processor and lots
of graphics specific hardware to play with. This should make it possible
to increase performance hugely. This may allow on-line generation of
maps with no caching (except maybe at low zoom levels), which would make
it possible to have maps customised for each user, for example, in
different languages, with different style etc.
