[OSM-talk] private vs. non-private items

on my mapping jaunts i often come across items, that are privately
owned, which may or may not be accessible to the public. should we map
these the same as publicly owned/publicly acessible?

for example: my local council owns car parks for public use, Wilson
Parking owns car parks for public use (for a charge), and various
companies own car parks for employee use only. do we use the operator
tag? or something involving relations? the mapnik/osmarender car park
symbol is similar to the one used in UK on road signs, and implies
they are publicly accessible, and may or not may not require a fee
