I strongly agree that we should do whatever w3 recommend here -
planet.osm is XML, after all. The last thing we want to do is have a
different standard to them.

http://wiki.openstreetmap.org/index.php/Bilingual_street_names
should have a link to the above w3c page, and have much less country
specific stuff.
