[OSM-talk] JOSM: Delete Layer button doesn't ask for confirmation for editing layer

The application logic is: If the layer is not an OSM data layer, just
do it. Otherwise, ask the user, with a "don't ask again" checkbox.
Check your properties for something like
message.delete_layer=true
- if you have that, it would mean that at some time you clicked the
"don't ask again" box and JOSM politely remembered your choice ;-)
Remove the key or set it to false and you should be happy.
If the key is not present or set to "false" and you still don't get an
"are you sure" dialog then we have a bug.

The changeover from josm.eigenheimstrasse.de to josm.openstreetmap.de
has not really been announced very well I'm afraid. Go to
josm.openstreetmap.de and everything should work as expected. I'll
check the wiki for references to eigenheimstrasse.de and change them.
