Just call their attention.

Throw in a mapping party and drop a couple of press releases. Say something 
not entirely positive about them, such as "goverment data is great, but 
citizens cannot use it because of the strict copyrights on it".

With any luck, goverments and organizations will swallow the bait and reply to 
that. Especially it they claim somewhere to have published data, or that they 
offer a public service (and you have cited about that).

Then, you'll have a foothold in their headquarters, along with the name of a 
person of contact, and maybe even a couple of emails in your inbox.
