"landuse=military, military=base"  sounds good.  I'd guess we also 
need military=dockyard and military=communications* to complement the 
existing airfield, danger_zone and range vaules for big features

* communications = Those mysterious places with antennas and strange 
domes for their own communications and, er, um, for other peoples'.
