Why not?  In the US, ATM providers charge access fees for those 
accessing accounts not in their system.  So, if I used a Wells Fargo ATM 
to get money from a US Bank account, Wells Fargo would charge a fee.

Also, there are many private ATM providers here which are not associated 
directly with any bank.
