[OSM-talk] Populated places: how to use is_in tag?

Niccolo,

OSM is about the data, so there is no problem at all in adding more
descriptive tags.

Thus, Regione -> Provincia -> Comune would all be appropriate. You might
also consider adding them in their English equivalents, which would be:

region=, province=, commune=
