As I said, I would simply change all API methods that store anything
to return an error code if the user is not "public". The only reason
that Potlatch got a separate mention is that it is the only
application that doesn't use the API calls and thus requires extra
treatment.

(And I'll of course happily leave the field to TomH - I was just
offering to do it if nobody else does it.)
