Having ways like this would be helpful for routing software - but since 
almost nobody does this, I already have a small java tool which will do 
the appropriate preprocessing to make the data be like this (and while 
it's at it, precalculate some other useful values for routing).  I 
imagine other people interested in routing will have similar stuff. 
There's therefore no need for OSM data to be like this.
