Personally I feel both are still valid. I still add the abutters data to
ways and will continue to do so because its information that's relevant to
the street not exactly the landuse. I've left off adding landuse=residential
tagging for most of my areas (have done a few) but only because it's easier
to edit the highway data without the extra clutter at the moment. In my
final checks and local area observations I'll add all these in, especially
as now that ways have only nodes its easier to reuse nodes on highways to
act as the boundaries.
