Give them a start_date with the date when they will open, in YYYY-MM-DD
format, or just YYYY-MM or even YYYY if you don't know the date
accurately (if you know the time of opening, you can use YYYY-MM-DDTHH:MM)
I don't think renderers support this yet - they will just draw it as a
normal way, but it's been in
http://wiki.openstreetmap.org/index.php/Map_features
for as long as I can remember. The advantage of this method is that
roads should turn from under construction to normal automatically at the
right time.
Any chance of getting the renderers to notice this tag, and draw the
ways with a dotted fill before the date, and a normal fill after the date?
