The Ordnance Survey has the advantage of several decades of mapping and building
the database, while OSM started from literally zero. I think most of the
Ordnance Survey's work is maintaining the database, not building it. So they can
focus on the details.
The comparison is not really fair. A typical OSM mapper takes some month with a
learning curve until he becomes really effective. And yes, most of the mapping
is done in spare time.
It would be interesting to know how many OS workers are really working on the
map, as opposed to back office and administration.
