Have you ever looked at the third tab of the download dialog? There is
a picture of the planet where you can draw your bounding box. It is
not a useful as it could be since the resolution of the image is
pretty low, but this is a different story.

Alternatively go to www.openstreetmap.org, zoom/pan into the area you
want, right click on the View tab, click on Copy Link Location or
similar and paste that into the text box on the first tab in JOSM's
download dialog.
