That was me--I requested (and was generously granted) an import request 
to Dave for Modoc County.  The TIGER data interestingly did not include 
Lava Beds itself.

(But since I've been there scores of times and love the place, I went 
ahead and added it.  :)  There are still a couple new hiking trails I 
need to GPS.)
