If it's got signs with numbers on them, then that's the only source I
know of for the LCN numbering stuff (and NCN for that matter). If
they've got London Cycle Network signs (with destinations, but no
route numbers) then you can mark them in as un-numbered cycle routes.
If no signs, there's no other way of knowing it's part of a network,
so it just stays as a cycleway.
In this case, it might be the extension of the 44, but unless there's
a sign with '44' on it, then there's no evidence.
