why isn't there simply a mechanism to ask for the bounding box with all
ways that exit the box clipped to the boundary of the box?  i understand
why the current behavior might be good much of the time, but if you ask
for adjacent boxes, won't you get two copies of those ways?  wouldn't
two clipped copies be preferable?

clearly there's an architectural issue here that i don't understand yet.
