As has been pointed out, we're not running a GIS-enabled database
where you can just say "please clip at rectangle". Also, because we
have topology, such a clipping would mean that phantom nodes would
have to be inserted at the clipping bounds. If you download two
adjacent rectangles of which each contains, say, one half of a lake,
then the lake parts would have to be joined up to create the original
structure, and so on.
