There was a default style for highway=tertiary already existing, but it 
was looking almost like an untagged way (thin grey line).

I've fixed this in mappaint version 4430 (now two pixels width with the 
same color as osmarender - very light yellow). The JOSM plugin update 
mechanism doesn't seem to work (at least for me), please update manually 
from http://josm.eigenheimstrasse.de/wiki/Plugins.
