Yes and it is something I've been progressing over the past few days
already (It takes a long time to download the data). 

We also have to think about how and where we want to locate these tiles.

Currently I've been working on my home machine and I've downloaded just
over half the Tiger data set. It should take about 2 hours to import
this data into Postgres. 

You should be able to access the data via the URL below but don't bother
before 9PM BST since there will be nothing visible until the import is
complete: http://www.jburgess.uklinux.net/tiger-mapnik.html

This is running on my ADSL line so don't expect it to be especially
fast.

Do we want to import and render these tiles on the same server as the
existing mapnik layer?

The tiles could appear as 2 distinct layers (main OSM or Tiger).
Alternatively I could merge the data during the rendering to give one
layer with just OSM and another with OSM+Tiger.
