[OSM-talk] Confusing licence terms on AND netherlands dataset.

Hi list !


I'm currently doing an internship in which I have to benchmark several 
map rendering engines. To do so, I needed a large dataset to test 
performance and stability in a real situation. I found the AND dataset 
for the Netherlands and it is just perfect (even though some 
inconsistencies exist [1]). I dumped the data from the shape files to a 
postgresql database and I'm now using it locally to test softwares 
against it. As part of this project, I intend to make available online 
an OpenLayers-based demo, hence publish AND/OSM data on the web. This 
leads me to wonder about a few things.

Regarding legal issue, I don't understand whether I'm allowed to publish 
this demo or not. Indeed, the Licence notice in the documentation mentions:

"OpenStreetMap is allowed to import the Navigation Shape format 
description in the OpenStreetMap Wiki and import the digital maps in the 
OpenStreetMap. This document and the digital map may be edited by the 
OpenStreetMap community under the Creative 
Commons-Attribution-ShareAlike 2.0 license."

This does not state that the data is actually under CC-By-SA. It clearly 
allows  OpenStreetMap to import the data, meaning that once in 
OpenStreetMap's database this same data will be licensed under CC-By-SA. 
What is not that clear to me, although it seem to be the case, given the 
previous paragraph, is the question of raw AND data being licenced under 
CC-By-SA.

As I don't want to go against license terms, I would like to be sure 
that I can publish my work without trouble. Do you think it's alright ?
