For the end user an unnamed street is certainly better than no street
at all ("take the third right..."). For the mapper, perhaps less so
as it obscures the "todo" things but this can be overcome if you
develop the right technology. For example, you can load the "maplint"
layer on your Garmin GPS, so nameless roads will be highlighted and
if you happen to be in the vicinity, you just go there and make a
note - this has been used successfully in near-complete Karlsruhe to
fill the gaps.
