Avoiding the extra way sounds good; if a tag went on a segment, it's 
either old, or an error. If it's old it can merge to the way, any errors 
would show better this way.
The only problem I'm worried about with it is, what about where only 1 
segment in a way has a new tag? You can't promote that tag to the whole 
way, so it could mean splitting the way - perhaps into a very fragmented 
way.
Maybe a combination, promote where it matches & duplicate elsewhere, 
then get Maplint to show duplicates...?
