[OSM-talk] Import NGA country file

I have a perl script at an advanced stage to extract these points
along with as much relevant information as possible. I'm concentrating
mostly on Ireland - it's worth being country-specific, as the data
source contains useful information about the administrative areas to
which each point belongs, and I'm keen to map as much of this as
possible. Another nice feature is that there are other POIs present
other than towns and cities, though my first pass probably won't seek
to import them.

I shouldn't be too far off being able to publish something - I'll
report back when I get to that stage.
