Assuming 'Map_Features#Railway' is the definitive reference for these key
values, then a little expansion on definition is required. Some 'miniature'
railways are actually 'narrow_gauge' and I presume you are only referring to
passenger carrying tracks?
'miniature' is probably a useful addition for anything 15" gauge and below?
'small_gauge' does not have the right feel.
But if it is added, then it would also make sense to add allow some sort of
tagging of the actual gauge(s) of the track.
