It would be great if osmarender could do *real bounding boxes* that is
throw away all bits that fall out of our bbox, rather than just insert a
viewbox command for inkscape (or however it is done).

Keep in mind that smaller tiles *will* increase problems with
city/county names as they need to overflow into neighbouring tiles, even
if the data is not in our bbox and for forest areas which cover full
tile sizes.
