I don't know what FGS is. OpenLayers is what you need:
http://www.openlayers.org/ It is just a javascript file that you serve
from a web-server.
clopin.php is just a plain html file. You'll need something like that to
set up the layers in your map. The php bit just provides a bit of permalink
functionality that you don't really need.
