I think in most cases, large numbers of unwayed segments are a sign of
abandoned mapping. Most of the ones around Bath have been there over a
year (since I started mapping). You were just unlucky I guess.

At the end of the day, there is a fair amount of cleanup that needs to
be done. Joining of unwayed segments is not going to be any harder to
do after the API transition. I think reordering of existing ways, and
removal of tags from segments is a much higher priority.
