[OSM-talk] rendering boundaries

Osmarender already renders boundary=administrative (Have a look at SE Australia http://www.informationfreeway.org/?lat=-34.01330192233399&lon=140.9967921489068&user=swampwallaby&zoom=11&layers=0B00F000). You just have to make sure the boundary has a node in every level 12 tile (I make them every 4 km's or so)
