I think we should be able to create ways without really taging them 
completeley. We would need a tag like 
	highway=not-classified-yet
or
	highway=FIXME
which would mean, that the way exists and is some kind of street or track, but 
the type of street is not classified yet. 

And another problem is the naming of highway=unclassified, which might be 
easily missunderstood as the above.
