or "ncn => foo" instead of "ncn => yes", which makes it easier if
you're doing osm2pgsql.. although gets the same problem if your
ambiguous ncn types follow the same route.

I'm definitely voting for relations here. Especially if we only have
to wait another week (which is probably sooner than this discussion
could reach consensus :-) ).
