I see a good use for the kind of namespaces as mentioned in 
http://wiki.openstreetmap.org/index.php/Proposed_features/access:_name_space 

A restriction which often occurs here is for example: "no goods vehicles 
with mass over 3.5 tons" or "maximum speed for vehicles with mass over 
5 tons is 90", but there are also restrictions like a pedestrian road 
with "bicycles not allowed between Saturday 12:00 and Sunday 20:00", or 
a pedestrian road where only vehicles are allowed between 18:00 and 
10:00 for loading and unloading etc.

There's currently no way to properly tag those kind of restrictions, 
unless I've missed something...

The only problem with these kind of namespaces is that they'll probably 
need to be very well defined without ambiguities or fuzzy issues...
