[OSM-talk] Naga landuse relations

Hi,

For the second round of the Naga GIS data import.  IvanSanchez whipped-
up a landuse osm file, link below:

It uses multipolygons and relations for the landuse/cover.  However,
loading them to JOSM, complex polygons and those with holes doesn't
appear to be filled.

I don't think adding layer attribute is ideal since landuse/cover I
beleive should be in layer=0 all the time.  Any ideas on how to resolve
this?
