The problem is that the context isn't clear since there is no designated 
"context" tag - i.e. if you have a way tagged with highway=climbing and 
rock=limestone, is the context provided by the highway tag or the rock 
tag?

Presenting hiararchical data in the XML is going to require some kind of 
adjustment to how things are tagged in the database (whether this is 
simple foo:bar:baz namespaces, or some rather deeper change to the 
underlying structure of the data).
