[OSM-talk] Listing all contributors to an area

Is there an easy way to get all contributors to a certain .osm file,
or to a map exported with the export function. If it's ok to use what
is mentioned on the attribution page [1], then is it ok to make a tool
that will fetch the history of all objects?
