Actually this is not restricted to outer ways; it could be desirable to split inner ways too.

Would having a "superway" as member be feasible? It would add another layer of indirection, and seeing how difficult it is for osm2pgsql to handle simple relations already, I could imagine that it would be even worse for "recursive" ones.
