Does your WMS server support lowercase parameter names? Keep in mind that the 
WMS standard defines REQUEST, LAYERS, STYLES, SRS and FORMAT all uppercase - 
you might also want to throw "VERSION=1.1.1" into the request string.

Besides that, look at the logs of your webserver (IIS, I guess?), and look at 
the URLs JOSM is trying to fetch. Now, manually fetch such an URL (using 
wget, or a web browser, or whatever), and look at the error message returned 
by the WMS server.
