[OSM-talk] Feature Proposal - RFC - Relation for Stop signs

The existing highway=stop tag isn't flexible enough to represent all of the
different kinds of junctions that can have stop signs.  This proposal is for
a flexible supplement or replacement for highway=stop that uses relations to
allow mappers to specify precisely which ways that participate in a junction
have stop signs.
