totally. we need to get into the habit of separating the legal aspect
of an object (it's a right of way, a road of class primary, secondary,
etc), from the physical aspect (the surface is gravel, sand, bitumen,
etc., there are 6, 8, whatever lanes) of it. for instance in aus,
there are state highways, with a 100km legal speed limit, which are
sand, and easily 16 lanes wide in places, with no markings

a lot of tags don't take this sort of thing into account, although it
was touched on with the place of worship tag discussion recently
